 		Add the canonical "footer" block 
The base template and block system allows easy integration of themes with theme components.

The "footer" blocks is also one of the suggested blocks in the Hugo docs: https://gohugo.io/templates/base/#define-the-base-template.

Add this block quickly enables the use of theme components like [hugo-search-fuse-js](https://github.com/kaushalmodi/hugo-search-fuse-js/). I ended up creating this PR because of an issue created there: https://github.com/kaushalmodi/hugo-search-fuse-js/issues/1.

1a5d075d00 Fix unintended HTML in <head> 
The load-photoswipe-theme partial was being incorrectly loaded in the <head>. Instead, we should load the CSS in the head, and the initialization HTML should go in the <body>

 		Allow custom summaries 
This is an "escape hatch" that can be used when neither automatic nor manual summary splitting is sufficient to create a good summary.  This is specifically useful for articles that begin with a disclaimer or anything else that shouldn't be included in the summary.  It's also useful for footnote links and other mid-text items that should be excluded from the summary.
