feat: add -dev flag for local HTTP testing

In development mode (-dev):
- HSTS header is omitted (prevents browser caching HTTPS-only requirement)
- CSRF cookie Secure flag is cleared (allows cookies over plain HTTP)
- A warning is logged on startup
